Energy Efficiency Rating
Directive 2002/91/EC of the European Parliament of 16 December 2002, on the energy performance of buildings, binds to an Energy Performance Certificate for buyers or users of the buildings, that must include objective information on the energy characteristics of buildings.
Then the R. D. 47/2007 makes the Energy Performance Certificate obligatory for new buildings, and its inclusion in the Building Log Book.
Nowadays, the Energy Performance Certificate also touches existing buildings and is compulsary on contracts of sale or rental agreements executed after July 2013. The owner will be responsible for the assignment, as stated in the R. D. 235/2013, of April 5.
