General Urban Development Plan of Huelva

PROJECT: General Urban Development Plan of Huelva

The 1982 General Plan, which was subsequently revised, designated an excessive amount of land for development, maintaining significant growth expectations for both urban and planned developable land. The heavy urban development burdens imposed prevented real estate transactions from materializing on this land, and consequently, neither did the necessary amenities and facilities that depended on them. One consequence was increased pressure on the existing urban fabric, particularly in the Old Town, which experienced an exacerbated process of renewal/destruction. With the land unproductive, insufficient urban economic activity was generated to meet the city's needs: housing supply, green spaces, amenities, infrastructure, new roads, etc

The General Plan approved in 2000 established a fundamental strategic direction: Huelva must embrace the estuary, abandoning its traditional distance from it, due to historical circumstances or the shortsightedness of planners and public administrators. Within this perspective of modifying the city's growth trajectory, the second fundamental principle is to create a plan that can be implemented.

  •  Improve and expand the center
  • Create new urban centers
  • Take action on housing in terms of volume and typological variety
  • Create urban green spaces
  • To enhance the level of facilities and amenities in the city
  • Reclaim Punta del Sebo for the city
